BLM Project
The BLM Salida East Site Project was
administered by the BLM-CO Colorado State Office located in
Grand Junction, Colorado. The Salida Eas Site Project was part
of a multi-agency program involving the BLM and the State of
Colorado Park Service to Construct and access road and boat
launching area to the Arkansas River located in Salida,
Colorado.
Under a firm-fixed price contract, Northwind
Engineering was the prime contractor for the Bureau of Land
Management.. As the prime Contractor, Northwind Engineering
was responsible for obtaining Department of Transportation and
NPDES Discharge permits for the project These permits required
interfacing with the Colorado Department of Transportation and
the Colorado Department of Public Health and Environment.
Construction activities included clearing and grubbing of
trees and shrubs, unearthing many large boulders and rock
outcrops to clear area for the 1600 linear feet of access road
and 47,000 sf parking area. The boat launching area included
working with design engineers to cut in the boat ramp and
place boulders with-in the Arkansas River, Boulders were
utilized to protect the river bank from erosion and create
water structures favorable for anglers and kayakers. Also
included in the project was developing and closing a borrow
area for construction use and installing culverts and riprap
